As far as melty, I cannot help you.
Akiha is a character from Melty Blood, (the game this forum is intended for)
that picture is your avatar and will be displayed every time you post. To add such a picture you need to click on the profile tab at the top and then on the left click "Forum Profile Information". There you will find a "Personalized Picture:" section and under that "I have my own pic:" where you upload your own.

It -should- be available in game stores or arcades in your country. It's a fighting game based on a visual novel called Tsukihime.

I have gone there a little while ago.
However, It is seems to be not a general discussion about social issues but a general discussion  about "Melty Blood" on there. 

Is it a fighting game? Do you like to make one female character fight against other female character in the game?
I wont be able to take time to play it, because I am a bit of busy...
Moreover, the style of painting of the game's picture seems not to be suitable for my taste...
