The $80-90 range is for expensive-ish PVCs.  $150ish is average to slightly cheaper for a lot of coldcasts.  All considered, $250 for a completed garage kit is reasonable.

Just as a note, Megahouse/Sol International have already released their 1/8 Melty Blood Series 2 figures which includes Ciel as well as Sion (with removable skirt if you care about such things). You can pick both up for $45-50 each w/o shipping.

The ciel is worth that much money in terms of value due to the amount of effort put into it, but its really a matter of collectors value to the buyer.

Personally I cant find justification for spending 250$ on something that will just sit on my shelf collecting dust(looking sexy, sure, but still doing nothing but looking), but that's just my opinion.
