Taking a page from another forum's book frequented by yours truly, this thread is to list all those potential time wasters for all of us that cost not a penny to download and enjoy. I'll start by listing my personal favorites:
Osu!

Genre: Rythm and music (Similar to Elite Beat Agents)
DZ's Rating: 10/10
Additional Comments: Basically, a VERY WELL-DONE Windows-based clone of the popular DS game Osu! Tatakae! Ouendan, also known as Elite Beat Agents. It has quite a huge amount of songs, all user-created, and you can easily create your own music maps (or "beatmaps", as the game calls them). Highly recommended -- been my constant and persistent time waster for the last month or so. XD

Genre: Freeform 3D mecha fighting (Similar to Zone of the Enders)
DZ's Rating: 9/10
Additional Comments: If you like your mechs, this is for you. Almost all of the mechs are physically designed after various famous mechs from several shows, mainly the massive Gundam universe, but have names parodying those of widely known computer operating systems, to avoid lawsuits. XD Still, the game is freaking awesome and addictive, very easy to grab and play, and surprisingly small (the installer weighs a measly 60MB).

Genre: Music dancing (Basically a Dance Dance Revolution clone)

Additional Comments: If you've played DDR, you'll immediately know how Stepmania works. Designed to be played with the keyboard, it can provide for HOURS UPON HOURS of endless fun. The community behind it is HUGE, and the amount of songs freely available for the game is HUGER still. Also, if you have a PS2-to-USB converter and a couple of PS2 DDR dance mats, you can connect them to your PC and enjoy the game the way it was supposed to be played. :D If you liked your dancing, you can't miss this game.
Frets on Fire

Additional Comments: A Guitar Hero clone for the PC. If you have the original Guitar Hero games, you can even import their songs into Frets on Fire, and if you have a PS2-to-USB adapter or an Xbox 360 Guitar Hero guitar controller, you can use it to play the game. There are many songs available, all user made, and many very well done at that. Just do note that it'll be physically impossible to try and play this with a laptop or a regular gamepad controller -- voice of experience speaking. >_< (A laptop still has hope of salvation if you can somehow manage to acquire an USB keyboard, though.)

Additional Comments: Don't take me wrong, the fact that I rated it a bit on the low side doesn't mean the game is bad in any way, it's just that since I'm quite a devoted fanatic of 2D fighters (as Melty can thoroughly attest to), I tend to be rather nitpicky. Still, having played it several times, the game is decidedly fun, hilarious, and full of smartass, well-known and sometimes obscure otaku references, be it to other games, to manga and to anime series. Definitely worth a try if you've got a soft spot for stuff like Capcom's Pocket Fighter. :)
Alright, so I've listed the ones I know and have owned and played at some point in time. I have quite a list of other entries, but since I can't really give an opinion on them (as I have yet to touch any of them), I'll refrain from posting them in this first post, and leave it for another post in this same thread. Genre: 2D Fighting Game
Rating: 6/10
Comments: Kind of incomplete, but good to kill time for a bit. Only has survival mode and training mode. A lot about the game resembles Guilty Gear, from the effects to the characters. There's also a character in the game that looks as if he's based off of Nero. The gameplay is alright. Some nice combo-ability. I've seen a video that shows it has some infinites, though. The game is also a bit buggy. I've seen some times when a character gets KO'ed but still moves for a bit. Overall and interesting game that has some potential, although I don't think the creator has updated it in a while.
I haven't played it, but my roommate says that Last Scenario is a great RPG game. Made by one guy in one year using RPG maker. =O

- BZFlag (http://bzflag.org/) is a 3D multiplayer online tank shooting game. You have a bunch of tanks running around, and they can fire shots at each other. They can also jump (:psyduck:) and collect powerups to do all sorts of things.
- Cave Story (http://www.miraigamer.net/cavestory/) is a damn good platformer. Shame on you people for not mentioning it yet. Brings back memories of the days of pixels and beeping music.
- Ether Vapor (http://www.doujinstyle.com/doujinsoft/ethervapor.php) is a sweet doujin shmup. It looks pretty nice, and plays pretty nicely. Changes play orientation at times. There are vertical, horizontal, and head-on sections. There's also a nice Macross-style missile-dodging bonus bit in the 1st level.
- Every Extend (http://files.filefront.com/Every+Extend/;6346178;/fileinfo.html) is not a shmup per se. You don't really shoot anything. Instead, you must tactically blow up your ship to cause chain reaction explosions in the things that surround you. Couldn't find the original site, so this FileFront link will have to do.
- FLaiL, Jumper Redux, and Jumper Two (http://www.helixgamesinc.com/) are all platformers focused on jumping. They also can be quite difficult.
- Heboris (http://www.tetrisconcept.com/wiki/index.php?title=Heboris_Unofficial_Expansion) is, as you may be able to guess, a Tetris clone. Hardcore Tetris, what with its influences from Tetris the Grand Master. If I'm not mistaken, hebo0015.zip (http://hebo.game-host.org/) on this page is what you should download.
- N (http://www.harveycartel.org/metanet/n.html) is a platformer. You are a ninja. You must run and jump while avoiding things like rocket launchers, chaingun turrets, and little electric zappy drone things. Ragdoll physics ahoy.[/url]
- rRootage (http://www.asahi-net.or.jp/~cs8k-cyu/windows/rr_e.html) is a shmup with a variety of modes and patterns. For example, there is a mode that simulates Ikaruga's light/dark bullet system.
- Shiroi Danmaku-kun (http://shinh.skr.jp/sdmkun/) is, as you can guess, a shmup with a ton of bullets. The focus here is on patterns, which are made using BulletML. There are quite a number of user-made barrages included. Some are recreations of Touhou spellcards as well as boss attacks from various Cave shooters. Others are completely original.
- Warning Forever (http://www18.big.or.jp/~hikoza/Prod/index.html). Guess what? This is another shmup! You start off fighting a simple boss mech-thing that you must destroy the parts of until you destroy its core. Then you fight another mech-thing that's slightly improved. The progression of improvements is affected by how you attack it. The guy who made this also has some other shmups on that page. I recommend Ray-Hound on there as well. Turrets fire at you, and you must reflect and hurl back their bullets to destroy the turrets.
Other things that were already mentioned by others include StepMania (probably my oldest game, and it still holds a place in my heart) and I Wanna Be The Guy!
If you didn't notice, a lot of these were shmups. What can I say? I found a lot of freeware shmups.

Here's one that I recently acquired.
Knytt Stories (http://nifflas.ni2.se/index.php?main=02Knytt_Stories) is a charming little platformer that plays pretty damn smoothly. The visuals are quite beautiful, and the music is sweet as well. It also has a ton of user-made worlds and expansions backing it.

Most of the obvious choices have been covered already, so I'll contribute knowledge of a lesser known gem.
The Battle for Wesnoth!
It's a turn-based strategy game with a fantasy theme. It comes with about a dozen campaigns, and there is an in-game add-on browser/downloader to obtain more of them, alongside additional user-made races/factions, which are called eras. There is also an official Multi-player server where you can play with a combination of up to 9 Human/AI players (or perhaps more?) simultaneously and also spectate running games.
Anyways, it's free, open-source, and runs on a variety of operating systems. It's extremely fun, so I highly recommend at least giving it a try.
If anyone ends up liking it, PM me and challenge me to a game sometime.

and I have played most of these other games, aka all being a *nix fanboy free games are a must, cause we didn't have much else until a few years back once the ipod bang slid into mac laptops.
uhh my one linux friend plays like every quake/unreal style shooter out there and just sits there and its just annoying how good you can get on a speed h4xed unreal tourniment game.
I tried to get into westnoth just couldn't after playing fire emblems 6-10, can't wait next one is going to be a remake of 1, or a sequal of it or something.
