MBAC menu in English?

So I have been wondering about this for a while now. Why is the MBAC PC menu in English? I don't actually remember if the MBAC PS2 version is the same way but I found it odd that they switched from having their menus in Japanese like they did in MB and ReACT to a full English menu. It's not that I'm complaining about it, I just found it odd.

the one for PS2 had english menus as well.
