Personally, I find it difficult to differentiate between the two.

in Melee, its not zoning. you aggro with falcos lazers... in Brawl its zoning cuz falcos game is all camping.

I can't think of a situation in SF where sitting on the other edge of the stage spamming fireballs helps

Hmm...I think the differentiating line is in: casuals vs competitive.

In casual play sitting back and throwing projectiles continuously is looked at poorly because its casual play, you're expected to take losses in casual play to make things fun.

In competitive play it becomes zoning because now your projectile spamming has purpose and meaning behind it.

Distancing and spacing are another thing. If you are mindlessly spamming fireballs across the stage is one thing. When you are firing off fireballs in your opponents face is another thing. If you are close enough that using an alternative attack (that would be considered more effective) would be preferred and yet you are not (read: you are being an idiot), then you are spamming.

I'd say spam is when you're launching projectiles with no reason whatsoever except to just throw barrages of stuff at the opponent.

If you're flinging them so it forces them into a position or using them as anti-air counters or something, then it becomes zoning.

The whole point of zoning in general is to force the opponent to move in the way you want them to.  You control one zone with massive amounts of projectiles, then they'll feel like it's safer to jump over them to work their way in close, right?  That's when you hit them with an antiair shoryu or whatever.  Zoning at it's most basic.  Projectile spam can be a valid part of zoning.  It basically comes down to how they're using all of their resources.  Shin basically nailed it in his last couple of sentences.
