When's Melty on Steam?

I have downloaded Melty Blood Act Cadneza Ver. B and I have already completed the 'Setup'.
However is I go to start the 'mbacPC' file, a error message shows up:

"The version of this file is not compatible with your version of windows you're running." Then it goes on to say I should find if I'm on a 64-bit or 38-bit.

I have a 64-bit windows 7 home premium.

Can anyone help me?
