So far, the only solution I've been able to find for overclocking USB ports in Vista is semipermanent:

Does anyone know of any utilities or methods to overclock a port temporarily?

I think that method is permanent. For 32-bit anyway.

I still have my 1000mhz polling rate after a few months.

Well, I thought that was just like a mistake or something.
Because if you have a permanent fix, you can always undo it, right? Just back up usbport.sys
