So I know this question has been brought up before.

"Why has my meter gain slowed?"

I tested this today and found that it's completely unrelated to how much meter you have or how often you hit your opponent.

All meter gain, for about ~7ish seconds (used a timer so I don't have exact period of time it takes), is dropped to ~.425 (seemed a little inconsistent and varied from around .425 to .435) of it's original value. This happens when you use any EX special or Arc Drive. There are no other factors in meter gain from what I've discovered and I haven't tested if doing a second EX special within the ~7 seconds will reset it, but like reverse beats, I imagine it would.

It's to prevent bullshit infinites and unnecessarily damaging loops (involving ex's). Meter scaling was in AC as well and it's also present in quite a number of other fighters as well. Usually the factors of scaling will include more hits in a combo or use of a "super move" or enhanced special move (e.g. an ex in the sf series) or typically any use of a peripheral system mechanic (usu. involving some use of a "meter").
zar are you even aware that your attitude is what drove people off in the first place. i think zar's attitude is worse than all of that. cause neither of you guys mean anything. but zar can poison shit around him. zar's the one that gets personal online and does realtalk that's out of line.

There actually is one other modifier: combos that do over 32 hits accelerate meter gain... for your opponent.

This also discourages infinite combos and long loops in the exact opposite manner.

There's also the mechanic where the more meter you have, the more meter you'll gain. At least that's what I've noticed from playing an H character.

You know I noticed something weird when doing the same bnb with C-Warc in training mode. I reset the meter to 0 every time and once in awhile I would only generate like 20 meter, while other times (resetting the meter) it would generate ~100.

Did you reset it by using an EX?

This isn't true from as far as I can tell. Meter gain is always static unless you use an EX or surpass the aforementioned hit count which only effects your opponent. I used to think it was like GG where there was a 'pulse' to the meter but that isn't the case. C-Warc 5B gives 6 meter and it gives 6 meter the entire gauge unless I use an EX.
