I didn't actually decrypt it, though. The index can be acquired though, uh, somewhat unconventional means. I ran the game in an emulator, save stated, then grabbed the decrypted indexes out of the state's snapshot of running memory.
Executioner Ciel, or whatever you want to call her, is on character selection slot #19(CSEL_C19.AGI for the image file), inbetween Len and Neko Arc. There is no further data for this character: No text files, no reference in the character lookups. Dummied out, they just didn't get rid of the image file.
