Noob with questions...

I have been playing melty blood for like a week and I've already whooped up on the computer and I know to actually get good I'm going to need to play some real people who know what they are doing.

I just got mbcaster and I'm trying to figure out how to connect to people, is through IP addresses the only way or is there somewhere, were people are waiting to play or anything of that sort.

A quick scan of the threads in the same section you posted this wouldve told you but people post their IPs in certain IRC channels and Host on certain Hamanchi servers.
