The reason is more likely that Sega want to promote their new hardware, MBAA is currently the most played 2D FG in Japan (well chart hasn't been updated since BBCS was released to be honest) so there is no question about if the arcades in japan will buy it or not, then if the hardware sells well thanks to MBAA FT, it could be more appealling to other editors to relase their games on it.
Still it's not good news, Naomi is cheap and with a game on cartridge it's very reliable (GD rom wasn't as much though), the new hardware will bring some new problems, like cooling as most old cabinets have no ventilation at all, that's not a problem for a Naomi but with a pc based system it can be very bad, for exemple i know an arcade in Paris that fried a type X2 this summer because they didn't thought of adding ventilation in a blast city. And of course the price won't be the same, we could hope getting MBAA FT in the 200k yen range as a Naomi rom, with this new system the game kit will probably go around 260-300k yen.

For H you can pick up the knife in mid air just by touching it, works even if you're attacking, also the 63214 jumping knife got some frame advantage on block and on it you can combo off the A/B versions for about 4k if you're close enough, didn't found any good use yet for the EX outside of doing combos that aren't worth the meter.

Anyone know if there is a way to get the arcade version of this game?  I know someone that got Blazblue from www.coinopexpress.com, but they don't have Actress Again available.  How would an US arcade get it?  I haven't found any place other than coinopexpress to buy arcade boards/machines.  If anyone could help me with this, I would appreciate it.
Coinupexpress prices are quite high, and after what they did to a friend i would recommend not to buy there (they sold  him an used Tekken 6 for his arcade, but they actually sold it BEFORE they even bought it from japan, ha had to wait more than one month after payment to get it), to buy brand new games better go with japanese shops as fujita (http://www.fujitacommunications.com) or riverservice (http://www.rs2006.co.jp/index_e.html), prices are way better, i got games and other stuff from the two and never had a problem, very fast every time.

It's more like $2500~ish for the game only actually.

So what you'll need is of course a Naomi board and the MBAA ROM, but you'll might need some extra stuff depending on what you're gonna play on.

- 1st possibility, you have a JVS cab and you're good to go.

- 2nd possibility, you have a jamma cab, you'll need a jvs to jamma converter, in this case I'll recommend a sega v2 or a capcom one (the second will need a little extra work with the kick harness to connect buttons 4 and 5).

- last possibility, you want to play on TV via supergun, you can save some bucks by using a sega v1 jvs to jamma converter, you can get the power needed for the naomi from your supergun with a little work, i find this setup to be the more convenient (less cables) outside of a cabinet, that's what i use actually when i'm not at home on my cab. Here's a tutorial on how to connect it to a naomi, it's in french but you can get what to do from the pictures i think (i can help if that's a problem), just do the same from the supergun power supply.

Now where to get the game, I'll say fujita communications ( http://www.fujitacommunications.com ) or riverservice ( http://www.rs2006.co.jp/index_e.html ), actually i was thinking of getting AA from riverservice but well the euro nosedive is making me thinking twice about it  :-\

Can MBAA be played two-player on a single NAOMI? Would one need to get one of those Capcom extra button adapter things? Who should one go to for questions about arcades cabinets? >.<;;
Yes you can play two players with only one naomi, SF4 is as far as i know the only fighting game you need two boards to, unless you count the gundam vs series as FGs.
The need for capcom kick harness will depend first on what cabinet you will play, Naomi is a JVS system (commands are on usb but different standard than pc) so unless you have a JVS cabinet (like naomi universal cabs) you'll need a converter to use it in a classic jamma cabinet, the sega one have 5 buttons wired to the jamma so you can play MBAA directly, with the capcom converter you'll need a kick harness to get all the buttons.

Naomi board is actually really cheap by itself, it becomes more pricey like you said only if you add the GD rom drive and the dimm board needed to play GD games, but this game on a naomi cartridge is pretty unlikely to happen as the rom is 168Mo max.
