Why, is Nesica some sort of digital distribution thing?
Pretty much, yeah. The good thing is, it eliminates the cost of manufacturing and shipping when it comes to getting your games in arcades. Of course, on the other hand, if your game is only available on Nesica, you're limited to the coverage that service allows.
I don't think Narita was actually being serious.
I dunno, man. After all, let's not forget that a good number of Watanabe/FB's "jokes" ended up being what actually occurred.
But seriously, a lot of the arcade trends right now are pointing to how developers are rallying to the tune of Taito's Nesica. BBCSII is on the service. SNK has put another rendition of the UM KOF games on the service. Even Examu is opting to use it for their upcoming Aquapazza, and it has everything to do with how it's a nice cost-cutting option, while still getting a good deal of distribution around Japanese arcades.
So, it may be innocent "jest" for now, but I wouldn't at all be surprised if there's more to it. Chances are, if Sega is not willing to play ball and make them a compelling offer, then FB will likely be left with little choice but go Nesica as well, like a number of their rivals already are.
