You could always test by making p1 and p2 have the same throw button and backwards directions and go into vs/practice.

From back in ReAct, P1 always got priority.

That actually got changed at some point. Now if both of you throw on the same frame you both whiff.

Really? Because I've got the controls set up so that both players throw on the same button, and it never does a double whiff. Starting off, right at the start, player one has advantage, but after that it seems to be based on whoever landed the last hit. I used P2's heat to knock back P1, then did the double grab a few times and P2 won every time. Then I used P1's heat to hit P2, and P1 won the next ten simultaneous grabs. If I didn't know better, I'd say this was conclusive proof, but for that you'd have to go into the game's code (and I don't know Japanese, so I can't do that).

IIRC:
- General rule: Whoever landed the last hit gets priority. If no-one's been hit yet, P1 gets priority.

Exceptions:
- Nero's grab always wins. Nero mirrors follow the general rule.
- Satsuki's grab always wins except against Nero. In Sacchin mirrors, the exact opposite to the general rule occurs.

Sacchin once again screws up the proper order of things.

Does blocking or shielding count as being hit for these purposes?  Does a grab count as being hit?  Does going into block animation and then canceling into a dodge(like against a projectile) count as being hit?  Does it count as being hit if you circuit spark out of it?  Does any of this apply to AA?  In a satsuki mirror, does the 1p priority also get reversed or just the last hit priority?

Any attack that touches the opponent counts. It doesn't matter if they block, shield, or even dodge it. Throws also count.
Everything is reversed in Sacchin mirror. 2P starts with priority, after which priority is given to whoever gets hit.

I can't play AA so I don't know if this stuff still applies in that.

Dont know if AA has air throw breaking but the answer to throw priority on the ground is...
throw breaking.
zar are you even aware that your attitude is what drove people off in the first place. i think zar's attitude is worse than all of that. cause neither of you guys mean anything. but zar can poison shit around him. zar's the one that gets personal online and does realtalk that's out of line.
