Theres a way you can determine it with training mode. But the developers put out a Mook that has all that information in it. You just have to know who to ask. You can also test what in general is plus just testing strings in Training modo.

Yeah, easiest way is to look at the actual frame data (via melty guidebook or frame display) for that sort of info.  The poverty way is to go into training mode with someone, have them block a move and then both of you hold up and see who jumps first.  That'll give you a pretty stable idea of advantage.  Keep in mind that EX guard takes off like 2 frames of blockstun though, so if you want to see the truest representation, make sure your training blocker is a half moon character (since they can't EX guard).

Yeah, in my opinion, the easiest way is to rip your legally bought copy of MBAA, use a PS2 emulator with the bios you dumped, and slow it down a lot so you can easily count frames so you can get advantage or not by doing the jumping method, this is how I've gotten all of my frame data.

Slowing it down is such a pain -_-
I record it and look at the footage frame by frame in virtualdub.

I mash really hard when I play LPT. If it works, then I have frame advantage. If it doesn't work, then I didn't mash hard enough.

frames of blockstun on lv1, 2, and 3 moves are 12f, 15f, and 18f respectively (the first frame starting on the frame the move connects)

so i think if you have a move you can cancel into that's 12-14f and/or one that's 15f-17f you can simply cancel into it from the move you're trying to find out about while the dummy is on all guard and recover a/b/c/d and see if they exit blockstun or stay in it to figure out if it's lv1, 2, or 3 then from there you can use the recovery+active frames to figure out how + or - the move is on block

this would only work for some moves though since you need to cancel out of it to find out what lv it is

if you already know what lv the atk is then you should know the blockstun already and be able to find the +/-
