Mech Hisui 236A (Laser) vs. Nero 236A (Crow)

Quick question.  Can someone give me the frame data on how fast these specials come out, and how long the recovery is?  Or are there frames for the travel time?  Jaxx and I get into Laser vs. Crow shootouts quite a bit, so I'd like some hard data.

A lazer start up frame is 12??

on guard its -8 and on hit its -6?

as for nero i am not too sure but i think start up for a crow is 9??

No frame data, but mecha loses this battle easily. 

Nero takes less damage as this goes on, Mecha takes more.
