Meter gain quirks

Yo, so phauxe reminded me in chat today about something I've always wondered about.  It seems like when you're at different amounts of meter, you gain different amounts of meter from the same attack or something.  Test it out.  Set your shit to 0%, do 5c or whatever.  Then get it up to say...100% and try again.  It gives different amounts right? 

Karp told us that there's a meter gain proration after you use EXs and ADs, which might apply to anything that uses meter.  But still, that shouldn't apply when you're just testing a meterless combo from 0% and 100% (or whatever higher value) and getting different values of meter gain from it.

Anyone know any particular reason why?

Probably meter proration after exiting heat as well or something. To make sure stand around like 30 seconds at 0% then combo then do the same thing for 100% 200% etc etc. I never really noticed any changes myself from at differing meter levels.

Tried it out, there is a definite decrease in meter gain after using ex moves.  At the start of training mode, it seems the situation counts as having just used an ex move.
Exiting HEAT is not a contributing factor.
The decrease in meter gain is definitely time based, although getting more hits in shortens the time.

The amount of meter you have does not seem to affect your meter gain, however as I said, changing anything in training mode causes the decrease to occur again.
This is just five minutes of playing around in training mode though, I cannot confirm everything I've said is true.

The meter system has a pulse, just like GG. It'll pulse white periodically, and more intensely as you combo/blockstring. EXes and ADs will decrease it, just like FRCs and ODs in GG.
