Ciel's Tech Support / MBAACC not working on Win 8

I downloaded this: http://www.nyaa.eu/?page=torrentinfo&tid=281778

When i try to start the game in the MBAACC folder i get some jibberish dialogue box which redirects me to:

I also tried replacing the mbaacc.exe with an updated one but i just get an error

any ideas on how i can start playing the game?
