Ciel's Tech Support / Problem with netplay

My mbcaster used to work fine for first few weeks but suddenly I always get a time out message whenever when people tries to have a match with me.Hosting and joining other people's game doesn't work.I tried reinstalling the game and downloading a new caster but still not working.
