What is the gauge in MBAACC that is below the Characters name with a number next to it and what is it for?

After playing Actress Again on the PS2, I wanted to play more Melty Blood. Since I haven't played it, I was wondering if Act Cadenza is worth getting/buying? If so, should I get the PS2 port or the PC ver B port?
