What are "Official" tournament rules?

Generally its:

No characters banned
No game breaking glitches
No game breaking stages (like Red obelisk stage)
Can change characters after losing

For moons however, its up to the tournament organizer to allow players to change moons whenever they want regardless if they win or not. The TO can also make it character locked as well.

And for 3v3's?

Usually for moons it's the winner can change moons if they desire. That's in the spirit of Arcade, though I'm not sure if the winner can change moons if the loser doesn't want to switch characters.. That might be a technicality that we haven't thought of.

Also Ryougi is banned

Teams are usually character lock while singles aren't, but once again that matters on TO's

This is less of a tournament rules thing, but I think it's relevant.  http://www.meltybread.com/forums/melty-blood-auditorium/pc-current-code-tournament-standard/ This is more for people looking to host a tournament, but I can edit it.  Needs some touching up but I think if we can hammer everything out it's sticky worthy.  We can then also add standard tournament rules.
